Position Description:
Renaissance Behavioral Health Systems, a comprehensive nonprofit mental health and social services provider and Joint Commission accredited organization, is currently seeking a Purchasing Manager to work at our Jacksonville locations.
The Purchasing Manager is responsible for coordinating all Renaissance Behavioral Health Systems (RBHS) and Mental Health Resource Center (MHRC) purchasing needs. Coordinates and completes product and vendor research. Responsible for maintaining all purchasing and distribution records as well as inventory records.
Duties include but are not limited to:
- Coordinates activities involved in procuring goods and services.
- Reviews requisitions and follows up with employees or managers to resolve any questions, i.e. quantity, item, etc.
- Confers with vendors to obtain product or service information, such as price, availability and delivery schedule.
- Assists with current and new contracts by obtaining bids and communicating with vendors as needed during contract period.
- Selects items for purchase by analyzing quality, pricing and availability.
- Estimates values of items or supplies according to knowledge of market price.
- Supervises the preparation of Purchase Orders. Supervises the distribution of supplies/materials to appropriate departments. Reviews and approves orders placed by programs outside of Jacksonville.
- Discusses defective or unacceptable goods with users, vendors and others to determine source of trouble and takes corrective action.
- Coordinates inventory/purchase requests.
- Reviews and analyzes purchasing orders and invoices for accuracy prior to approval. Coordinates with Finance as needed.
- Ensures equipment is maintained in compliance with internal and external guidelines and standards, i.e scales, refrigerator temperatures, first aid equipment.
- Responsible for maintaining inventory of Indigent Drug Program (IDP) supplies. Coordinates communications with purchasing between pharmacy and RBHS and MHRC management.
- Responsible for fiscal year end physical inventory count. Travels to RBHS/MHRC locations to review and assess inventory during the year and as needed.
- Makes recommendations for replacement of inventory items when identified during routine reviews or as requested, i.e. furniture, equipment, accommodation requests, etc.
- Prepares detailed estimates for items and obtains bids for items needed for special projects or as requested.
- Facilitates recruitment, hiring, orientation, retention, evaluation and employee relations in coordination with supervisor and the Human Resource Department.
- Trains, monitors and supervises staff at various locations. Conducts individual supervisory sessions with each of the staff members under direct supervision.
Position Requirements:
- Associates degree or two years equivalent college level and one year of directly applicable purchasing and vendor relations experience or High School diploma or equivalent and three years of directly applicable purchasing and vendor relations experience.
- Experience in healthcare preferred.
- Supervisory experience preferred.
- Must be able to interact appropriately with internal and external customers, including vendors, supervisory staff and other department professionals.

Mental Health Resource Center, Inc. (MHRC) is a nonprofit organization that provides a wide range of behavioral health and social services to the community. Included in MHRC’s service array are 24-hour emergency services and inpatient psychiatric services for children, adolescents, and adults. Outpatient services include medication management, care coordination, case management, intensive case management team services, counseling, psychosocial rehabilitation, an adult therapeutic family program, state hospital liaison services, mental health court, multidisciplinary forensic teams (MFT), jail-based diversion services, a Co-Responder Program with the Jacksonville Sheriff’s Office, the Link-to-Life suicide prevention program, and services that assist individuals in obtaining benefits such as Social Security Income, Social Security Disability Income, Medicaid, food stamps, and housing. In addition, UF Health Jacksonville contracts with MHRC to manage the hospital’s adult inpatient psychiatric unit.
MHRC also operates eight Florida Assertive Community Treatment (FACT) programs for adults with severe and persistent mental illness, located in Clearwater, Gainesville, Jacksonville, Kissimmee, Rockledge, Tampa, and Winter Haven, as well as a FACT Lite program providing Linking, Advocating, Treating, Transitioning, Empowering & Recovery Support (LATTERS) services in Jacksonville. The two FACT teams located in Jacksonville serve residents of Duval, Clay, and Nassau counties.
